What is the difference between a phone and a voice mashup and does it matter. The issue at head is a matter of focus.  Is the key capability delivered to the user voice technology, or is it accessibility from any telephone.

In the United States alone there are over 250 million cell phones and hundreds of millions of traditional land line based telephones.  If the goal of a Voice or Phone mashup is the extension of access to information available previously on the web to a people in a wider range of modalities, then the key is the phone. 

The Apple iphone in the most successful smart phone introduction to date has sold about 5 million phones.  This is a drop in the bucket of overall telephone use.  Phone mashups seek to provide the flexibility of the web to anyone with a traditional telephone.
